Emerging Light, a California non profit public benefit corporation provides scholarships and grants to non profit organizations that enable youths to revitalize economically disadvantaged areas through education, community leadership and spiritual growth. The Board of Directors of Emerging Light believes that this furthers the organization's purpose by promoting the interest and education of youths living in economically disadvantaged areas.

        Scholarship recipients and recipient organizations shall be chosen based on its meeting the qualification criteria listed below, provided ELF has adequate funding as proven via endowment stress tests and further provided said amounts do not exceed five percent (5%) of the endowment principal an annual basis.

The Board requires written explanations and receipts for all money spent by the recipients. An ELF Funds Recipient Coordinator will partner with the recipient to ensure the funds are used as intended and in furtherance of the Purpose and assist the organization or individual to this extent. In the scenario of grants, loans or other disbursements made to individuals seeking to further their education, ELF will make direct payments to educational institutions in order to provide that individual with the resources to complete their education. When all of the money is spent, a final report will be required to be completed by the recipient, within thirty (30) days of the final payment made by ELF to the recipient, detailing how the money was spent with the appropriate explanations and all supporting receipts.

No educational loans shall be granted. The scholarship program shall only be publicized through the ELF website and through ELF events. No application form will be used. However, mentors/ tutors who have seen a student's grades improve during at least one (1) year of tutoring, will bring the student's success and improving promise to the attention of the Board. The Board will decide whether or not the student has demonstrated a willingness to excel and become a community leader. Upon such a determination, the Board will award the scholarship to the student.

Mentors shall be available to encourage the recipients, guide them through school course work and assist in career development efforts.
